Digital Technology-Enabled Financial Guarantee Mechanisms for Rural Public Cultural Services

Abstract

Against the backdrop of the rural revitalization strategy, rural public cultural services are confronted with structural predicaments characterized by the singularity of funding sources, the discontinuity of operation and maintenance, and the misalignment between supply and demand. The root cause lies in the inherent inadequacy of the traditional financial guarantee mechanism to accommodate the demands of long-term operational sustainability. On the basis of a systematic diagnosis of the fiscal safeguarding issues pertaining to rural public cultural services, this paper introduces a digital technology perspective and constructs a four-dimensional empowerment framework comprising "diversified fundraising—long-term operational sustainability—intelligent supervision—precise demand-supply matching." The findings reveal that digital technologies can effectively ameliorate the institutional bottlenecks of the traditional financial guarantee mechanism through such pathways as expanding funding sources via online crowdfunding and digital cultural and creative products, establishing a full-chain traceability system for fund utilization, and building precision matching platforms for supply and demand. The smart contract functionality of the digital renminbi, the tamper-proof attribute of blockchain, the demand-identification capacity of big data analytics, and the crowdfunding mobilization mechanism of internet platforms correspond respectively to the enabling logic of transparent fund supervision, precise demand-supply matching, and convenient participation channels. Accordingly, this paper proposes recommendations including the advancement of rural cultural digital infrastructure construction, the establishment of a cultural data asset management system, the improvement of supporting policies for digital governance, and the strengthening of grassroots digital literacy training, so as to provide references for the high-quality and sustainable development of rural public cultural services.
