The construction logic and Efficiency Improvement of the Community Sports Public Service System in Shandong Province

The successful hosting of the 2025 National Games has injected strong development momentum into the advancement of community sports within the administrative region of Shandong Province. By analyzing the social impacts generated by the 2025 National Games,the content of Shandong Province’s 15th Five-Year Plan and the corresponding government work report of the provincial people’s government,this study integrates the spiritual guidance of the provincial mass sports work conference and the achievements of practical exploration in various cities to conduct a systematic examination of the current status of the internal and external environments for the development of community sports in Shandong. The research indicates that the "event leverage effect" formed by the National Games has effectively enhanced the fitness awareness and participation enthusiasm of grassroots people. At the policy environment level, the strategic blueprint of the 15th Five-Year Plan and the "Lucky Shandong" brand building strategy are steadily promoting the development of community sports towards systematization and integration. Currently, remarkable progress has been made in Shandong’s community sports in terms of the construction of venues and facilities, the establishment of competition systems, and the improvement of organizational capacity. However, it still faces practical challenges such as unbalanced resource allocation, insufficient precise adaptability of service supply, and inadequate mobilization of social forces. In the future, taking the consolidation of the National Games’ development achievements and the implementation of the 15th Five-Year Plan as important opportunities, it is necessary to further optimize the work pattern of "mass sports", deepen the development paths of the integration of sports and education, sports and health, and sports and tourism, and establish a higher-level public service system for community sports, so as to lay a solid social foundation for building Shandong into a strong sports province.
