Abstract

In the context of "internet-famous cities," as the dominance of traditional administrative authority discourse declines, the influence of social capital—encompassing norms, networks, and trust—centered on online narrative discourse on the shaping of government image has become increasingly significant. By examining the "Rongchang Braised Goose" traffic incident, this study constructs a logical analytical framework for government image based on the dimensions of "regulation–network–trust" derived from social capital theory, organized under the triad of "system–structure–emotion." The analysis reveals that the Rongchang government has cultivated distinct government images of "service," "efficiency," and "approachability" through three interrelated mechanisms: at the institutional level, the integration of regulatory flexibility and cultural resonance; at the structural level, collaborative alliances and regional network expansion; and at the emotional level, reciprocal interactions between individual sincerity and responsive governance. Finally, practical recommendations are proposed in four areas: proactively harnessing online visibility, embracing public oversight, promptly addressing public demands, and advancing digital government construction. These insights aim to provide strategic guidance for other regions seeking to enhance their governmental image and achieve breakthroughs through the strategic utilization of internet-driven attention.
