From Digital Exclusion to Digital Inclusion: The Main Body Dilemma and Practical Path of Digital Cultural Expression of Rural Children in Ethnic Minority Areas

Abstract

With the in-depth advancement of the digital rural strategy and digital intelligent construction, intelligent mobile terminals and streaming media platforms have been fully popularized in ethnic areas of central and western China. Information technology has penetrated into the daily life of rural children in ethnic minority areas at an unprecedented speed. While technological empowerment has become a mainstream discourse, it is subtly reshaping the cultural practice field of rural society and compressing the independent expression space and cultural reproduction capacity of marginal groups. From the integrated perspective of the capability approach, cultural consciousness and digital inclusion, rural children in ethnic areas in the digital intelligence era face multiple predicaments in subjectivity construction, including marginalized expression, alienated self-identity and deprived initiative. In terms of practical approaches, ethnic areas should improve the substantive digital cultural capabilities of rural ethnic minority children, guide the construction of digital content by consolidating the sense of community for the Chinese nation, and build a diversified and interactive inclusive ecosystem for digital countryside, so as to address the problem of digital exclusion.
