Research on the Path of Doctoral Program Construction in Local Universities from the Perspective of Resource Integration: A Case Study of Hubei University of Arts and Science

Doctoral program construction is a strategic key for local application-oriented universities to break through development bottlenecks and enhance their core competitiveness. This paper takes Hubei University of Arts and Science as a case study, focusing on the "breakthrough" challenges in its application for a doctoral program in mechanical engineering. From the theoretical perspective of resource integration, it comprehensively applies theories such as Knowledge Production Model II and Resource-Based View to construct a three-dimensional analysis framework of "objective-mechanism-capability". Through analysis, it is found that the core obstacles in this university include the decentralization of disciplinary resources, fragmented integration mechanisms, and mediocre output of research achievements. The root causes lie in organizational barriers, lack of incentives, and cultural barriers. Drawing on the successful experiences of doctoral program construction in relevant universities, this paper proposes a systematic integration path of "strategy-organization-mechanism-culture" as a four-in-one approach, providing some insights for the construction of doctoral programs in the case university and other relevant universities.
