Exploring Revenue-Enhancement Pathways for Local Governments Under Economic Strain by Leveraging Existing Resources and Policies——A Case Study of a District-Level Rooftop Photovoltaic Project

Abstract

In the current economic climate, local governments face mounting pressure to increase fiscal revenue. Focusing on a district-level rooftop photovoltaic (PV) project, this paper explores how local governments can fully leverage existing resources and policy instruments to break through constraints and expand revenue streams via asset revitalization, diversified financing, and innovative operational models. The findings indicate that rational resource integration, coupled with financial tools and policy support, can effectively stimulate local economic development and boost fiscal revenue.
