Driven by the dual forces of the cultural power strategy and consumption upgrading, the cultural and creative economy has emerged as a crucial engine for activating the value of cultural resources and stimulating economic growth. The choice and innovation of operational models directly determine the core competitiveness and sustainable development capabilities of cultural and creative enterprises. Against the backdrop of the cultural and creative economy, this paper focuses on three core operational models: consignment, supply, and independent research and development (R&D). It systematically analyzes the operational mechanisms, core advantages, and application limitations of each model, and explores their practical paths in cultural and creative enterprises through typical case studies. Based on this analysis, the paper proposes optimization strategies for the integrated development of diversified models, providing theoretical references and practical insights for cultural and creative enterprises to break through development bottlenecks and enhance the efficiency of cultural value transformation.
